    2. Proposal Assessment. Potential ICP initiatives are evaluated to ensure they align with national priorities, industry needs and capability development goals. Local beneficiaries and strategic opportunities are identified at this stage.
    3. Programme Development and Negotiation. TDA works closely with agencies, programme providers and industry partners to develop initiatives that deliver measurable outcomes. Activities, beneficiaries and expected impacts are refined and agreed upon.
    4. Agreement and Commitment. All parties formalise the programme by agreeing on activities, deliverables, timelines and expected outcomes, creating a clear roadmap for implementation.

    Phase 2: Delivery and Monitoring

    1. Programme Implementation. Approved initiatives are carried out through activities such as technology transfer, training, research and development, infrastructure enhancement, local industry participation and knowledge sharing.
    2. Progress Monitoring. Programme progress is continuously monitored to ensure activities are delivered effectively, milestones are achieved and agreed outcomes remain on track.

    Phase 3: Verification and Completion

    1. Impact Verification. Completed initiatives undergo an independent verification process to confirm that the promised deliverables, capabilities and benefits have been successfully achieved.
    2. Programme Completion. Once all commitments have been fulfilled and verified, the programme is formally completed. The knowledge, skills, technologies and capabilities developed through the initiative remain in Malaysia, creating long-term value for industries, organisations and communities.

    Reporting and Accountability

    The Ministry of Finance serves as the highest authority overseeing the implementation of ICP in Malaysia. Technology Depository Agency Berhad (TDA) supports the operationalisation of ICP policies and facilitates effective coordination across participating agencies, industry partners and stakeholders. This structured reporting framework helps ensure consistency, accountability and successful programme delivery nationwide.

It is supported by the Government Procurement Division of the Ministry of Finance.

    From Procurement to Nation-Building

    For more than four decades, Malaysia has leveraged strategic government procurement as a catalyst for economic growth, technology advancement and capability development. The Industrial Collaboration Programme (ICP) is the result of this evolution, transforming procurement opportunities into long-term benefits that strengthen industries, develop talent and create sustainable national value.

    1983

    Countertrade Programme

    Malaysia introduced the Countertrade Programme to ensure that major procurements generated additional benefits for the country. The programme focused on securing technology transfer opportunities and encouraging local participation alongside procurement activities.

    Mid-1990s

    Offset Procurement Programme

    The programme evolved to place greater emphasis on technology transfer and industrial development, particularly within strategic sectors. This phase helped strengthen local capabilities and encouraged greater participation by Malaysian organisations.

    2004

    Commercial Countertrade Programme

    The framework expanded to support broader economic and industrial objectives. Managed under the Malaysia Industry-Government Group for High Technology (MIGHT), the programme facilitated collaboration between government and industry while promoting technology and capability development.
